New request for career development
Notification to the Manager that his structural or functional subordinate has applied for career development.
Letters are sent with permission "Manage requests from your subordinates". If there are no managers, then notifications are sent to the responsible administrators, if no responsible administrators are specified, then to all users who have permission to manage requests.
